PURA Full Form

The full form of PURA is “Provision of Urban Amenities to Rural Areas”, which is pronounced in English as ‘Provision of Urban Amenities to Rural Areas. It means “Provision of urban facilities in rural areas” in English. Its main objective is to develop rural areas and provide urban facilities in them.


What Is The PURA Model

Dr. APJ Abdul Kalam, the former President of the country, who dreamed of a developed India by the year 2020, had another dream whose name is ‘Provision of Urban Amenities to Rural Areas (PURA) Pura’. On the occasion of Republic Day in 2003, Kalam Ji, while addressing the nation, gave the concept of the ‘PURA Model’ to develop rural areas. Kalam’s vision was to provide basic amenities in rural areas like in cities.

By which not only the standard of living of the population of the rural areas should be improved, but also the ever-increasing migration to the cities could be controlled.


Influenced by this thinking of Kalam Ji, the Atal Bihari Vajpayee government of BJP started the pilot project of the ‘PURA Model’ scheme in the year 2004.


Under which a campaign was launched to provide facilities provided in cities such as roads, electricity, communication facilities, knowledge and employment opportunities, traffic connectivity, rural bank facilities, at the village level.


PURA Scheme Success

This scheme, run by the Ministry of Rural Development of the Central Government, was also given financial support from the Asian Development Bank. Under this scheme, seven pilot projects were run at the ground level in the country. After this, many other ministries and private sectors were also linked to this scheme. But this plan failed completely at the ground level.

After this, the UPA government started this scheme in a new way in the year 2012. This time the focus of the scheme was limited to water supply, sanitation and roads, instead of knowledge and employment. The then Rural Development Minister Jairam Ramesh had called Dr. APJ Abdul Kalam’s dream project ‘PURA Model’ a complete failure.


Conclusion Of The PURA Model

In this way, despite spending crores of rupees on this scheme which lasted for about 10 years from time to time, Dr. APJ Abdul Kalam’s vision of providing urban facilities to rural areas remained only as a pilot project.
